Two limits apply: your channel's daily upload cap, and your daily API upload quota.
Why you're seeing this error
Your channel cap. YouTube limits uploads per channel per 24 hours and does not publish the number. It moves with your channel's age, verification status and standing. New channels report roughly 10 to 20 a day. Uploads from youtube.com, the mobile app and StreamLadder all count against it.
Your API quota. StreamLadder runs on Google's default quota allowance, which gives each user a set number of API uploads per day. This one refills at midnight Pacific Time (09:00 in the Netherlands, 03:00 US Eastern) rather than 24 hours after your first upload.
What you can do
Wait, then hit Retry. Failed posts are not sent again automatically. Once the quota has reset, open the post in the Content Publisher and click Retry.
Upload it manually. This skips the API quota entirely, though it still counts against your channel cap.
Go to your Exports tab.
Find the clip you want to post.
Click Download and save it to your device.
Upload it at youtube.com.
How to avoid it
Verify your channel with a phone number in YouTube Studio. This is the single biggest lever on your channel cap and takes two minutes.
Keep the channel free of copyright and Community Guidelines strikes. Strikes lower your effective limit.
Spread uploads across the day rather than publishing in batches.
